David Rowland has been selected to take over Lloyd's and implement the cost cutting measures and capital program he suggested as head of a taskforce on Lloyd's $3.3 billion loss for 1989. Investors are objecting to his selection but their resolutions are non-binding.

The Italian government will sell to private investors the shares it owns in some of the nation's biggest banks. It is hoped the plan will revitalize Italy's financial system and put its banking industry on a par with the rest of Europe.
