Down but far from out
Article Abstract:
The Kurdish Workers' Party (PKK) has not achieved its goal of creating an independent Kurdistan, but has succeeded in making significant progress diplomatically. The Turkish army is containing the Kurds quite well in battle, and the guerrillas may actually be at their weakest for some time. However, the Turkish government is not really justified in predicting an imminent victory. Turkey still uses more than 10% of all public spending to deal with the PKK, and it will probably be impossible to defeat the PKK outright as long as it continues to receive support from abroad.

Article Abstract:
Relations have worsened between Turkey and Syria and the conflict between the two countries could draw in others. Turkey opposes support by Syria for the Kurdish Workers Party (PKK), and is concerned about Kurdish nationalism and the progress made by the PKK in Europe. Syria is concerned about closer links between Turkey and Israel, and Turkish control of the Euphrates river headwaters. Turkey could bomb camps suspected of belonging to the PKK in Syria, and it is unclear how Syria would respond.
