Article Abstract:
Many western oil companies are anxious to explore the Arctic Ocean above Russia and other territory in the ex-Soviet Union. Russia is making many deals for joint ventures or drilling rights. Doing business in Russia is very risky though, because of inconsistent law and unstable government.

Oil production in Russia has gone way done, largely because of over-production during the days of communism. The transition into becoming real companies has been difficult for the nation's oil producers, who were used to just selling to the state under controlled prices.
