EMERGING SURPLUS ENERGY SCENARIO
Article Abstract:
India, which is heading for a surplus energy scenario, requires peaking power stations to cater to morning and evening peak loads in certain months. Frequency of power grid is an important yardstick which indicates the health of a grid system. The standard frequency of a healthy grid system is pegged at 50 Hz. In most of the advanced countries the Grid System is maintained at the standard frequency of 50 Hz without any deviation. India faces power shortage during morning and evening peak hours due to drop in frequency level to below 50 Hz. The eastern region of India during 1997-98, had excess of power and operated at a frequency of over 50 Hertz for 78 percent of time. The region is expected to be surplus in power for the next ten years as many new power projects are coming up in 1998-99 and also in the next five year plan. The southern region witnessed insufficient energy for about 60 percent of the time. If the southern region can get the excessive power from eastern and western regions, then it will also in a position to present a surplus power scenario. The northern and western regions are also facing power shortage with the frequency level falling below the 49 Hz level for about 28 percent of time. (gs) (khr)

NEW NORMS FORCE IPPs TO RENEGOTIATE PPAs
Article Abstract:
The latest notification of the ministry of power (MoP) on tariff calculation has driven independent power producers (IPPs) and state electricity boards (SEBs) into more trouble as they have been forced to renegotiate their power purchase agreements. The amendment is expected to cover all the projects which have not achieved financial closure. The notification envisages fundamental changes in the way tariff is calculated by IPPs by determining operating parameters on the basis of actuals or norms, whichever is lower. The main aim of the notification is to limit opportunities for making hidden profits by IPPs and ensure lower tariff to the consumer. It also aims to streamline income streams to be calculated as an expense at actuals against the norm based framework. (gsh)

KARNATAKA TO LIFT LOAD-SHEDDING
Article Abstract:
The Karnataka state proposes to withdraw load shedding completely. Karnataka has reduced the intake from Maharashtra to 1 million units (mu) from 2 mu following a decrease in the daily energy demand to around 54-55 mu from a peak demand of 60 mu. The state has already removed the two-hour load shedding spell. It proposes to remove the other spell of one hour load shedding by mid July 1998. (ag)
