European Union subsidies to new member countries are expected to be classified as onetime aid to help the transition to market economies in a report by European Union President Mario Monti. There was some concern that subsidies could have continued past the May deadline.

Prime Minister Miller of Poland offers plan for early elections

Leszek Miller, the prime minister of Poland, has offered to hold early parliamentary elections as part of an effort to bring the country into the European Union. Miller plans to hold a general election on June 13, 2004.
