EU shelves constitution amid expansion anxiety

The European Union's leaders have met to discuss a budget standoff and the stalled constitution, agreeing to let the individual countries decide on a course of action for the constitution and giving them one years grace. The constitution, which was meant to unify the European Union with streamlined decision making is deeply unpopular.
