European Union leaders are in controversy over how to respond to current constitutional referendum defeats in the Netherlands and France and how to share the financing of the European Union's budget. Greater disunity could further widen political divisions, painting a bleak landscape for the Euro and the European Union. The European Union's centralized institutions are funded by approximately one percent of the total gross domestic product of the 25 member countries, or approximately $128.5 billion per year.

U.K. request clouds trading of emissions
Article Abstract:
The Protocol to the Convention on Climate Change, 1997 has been enacted into carbon-emissions trading system regulations in the European Union. However, a request by the United Kingdom for increased emissions limits for the British energy sector has caused the European Union concern that if granted the exception could set precedent for other European countries.
