Edward Rossel, Russia's ungovernable governor

The governor of Sverdlovsk, Russia, Edward Rossel, represents 5 million people in the province, and heads a regional grouping, the Urals Economic Association, representing an areas with over 23 million inhabitants. He sought to declare a 'Republic of the Urals' and has proposed a local Urals franc in place of the ruble. He has also strengthened the role of Yakaterinburg, the main city in the province. He represents a trend toward decentralization in Russia.

Article Abstract:
Russian central authority is eroding, and regional bosses may seek more autonomy, leading to disintegration of Russia. Regions making net contributions are likely to seek more economic control, and control of poorer regions will be more difficult if less is available in subsidies. Civil war could erupt, though this depends on the attitude of the Russian military. There are some 30,000 nuclear warheads in Russia, and tension is increasing.
