Elusive ploughshares: Chinese defence plants turn to civilian production
Article Abstract:
Factories of China's military-industrial complex are converting to profit-making civilian production. This move is part of the People's Liberation Army's attempt to bolster its income in the face of declining purchasing power due to inflation. Defense industries produce $5.2 billion in goods annually, 70% of it for civilians. One third of all defense companies are losing money, with the China North Industries Group one of the worst hit because it has trouble with civilian markets.

Article Abstract:
China's third-line defense factories were established deep in the country's interior to minimize damage in case of war. Most of these factories now have serious problems regarding accessibility, transportation, power supplies and management. The government is trying to address these problems by improving commercial links between inland and coastal factories, relocating isolated factories and establishing joint-venture groups.

China is slowly gearing its defense industries towards civilian production in an effort to revitalize its weakening economy. The defense industry constitutes about a third of all financially-troubled state firms. Inaccessibility of factories, outmoded equipment and the slow transition from military technology to civilian applications are the main reasons why the industry's productive capacity remains underutilized.
