Untamed frontier: China seen as key to stemming violent crime wave
Article Abstract:
The increasing incidents of robbery in Hong Kong are believed to have been committed by gangs crossing the Chinese border from the mainland. Fearing that the robberies will have a negative impact on the colony's economy, Hong Kong will send its leading policeman, Li Kwan-ha to China to talk about government cooperation on the prevention and control of crimes. The colony, which has successfully put an end to smuggling in May 1991, has to renew its anti-smuggling efforts because of the rising number of dai fei smuggling boats sighted from December 1991 to Feb 1992.

China's choice of advisers on Hong Kong affairs has caused apprehension among the colony's officials. Hong Kong-based Chinese officials were responsible for selecting the 44 advisers who are widely perceived to be pro-Peking. Local officials fear that the appointees would evolve into a de facto government. British Foreign Sec Douglas Hurd, in a Mar 9, 1992 meeting with Chinese Foreign Minister Qian Qichen, stated that China should have held dialogues with the Hong Kong Legislative Council prior to the selection of the advisers.

China is planning to appoint representatives to the Special Administrative Region to oversee the ending of British colonial rule in Hong Kong. China is likely to select its people from among local delegates to the National People's Congress, former members of the Basic Law Drafting and Consultative Committees and former public servants who support China's policies.
