The Group of 7 must realize in their upcoming meeting that most of sub- Saharan Africa is aiming toward stable government and economic growth. The rich nations need to open their markets to African goods, assist the leading reforming countries, and monitor the distribution of humanitarian aid.

The US and France and the UK have declared that they will not send aid to countries that violate human rights and refuse to hold free elections. However, all three countries have found it hard to cut ties with totalitarian governments who have received aid for years.

Borrowed time: African debt

The US has proposed forgiving $228 billion in African debt, which does not come close to relieving Africa's total burden. Only complete forgiveness of all market-rate debt will help, but the West needs assurances of proper domestic spending.
