Enhancing countryside recreation benefits through the rights of way system in England and Wales
Article Abstract:
A lack of funding is causing a delay in meeting the planned objectives to develop the rights of way system in the UK. Most observers agree that providing additional de facto and de jure access will give the public greater pleasure from the countryside. De jure access can be made through legal means, such as being granted by a landowner, bought by local councils or created by an order. De facto access can be acquired through the Inheritance Act, by agreement with a landowner or through government policies.

Housing in the open countryside: windows on 'irresponsible' planning in rural Wales
Article Abstract:
Detailed submissions were made to a Welsh Affairs Committee inquiry into planning and housing issues in rural Wales by members and officers of rural local athorities, and the Ombudsman. The inquiry focused on the practice of granting planning permission for housing in open countryside, against statutory planning policy requirements. Tensions between officers and members were highlighted and the role of central government in relation to irresponsible planning are discussed.

Controlling development in the national parks of England and Wales
Article Abstract:
The way development is controlled in English and Welsh national parks is the result of balancing local and national interests. A comparison has been carried out between development control behaviour for parks, and for England and Wales generally, for a period of 25 years. Shortcomings have been revealed through analysing this comparison, and the study points to a solution which involves reinforcing planning policies, rather than boosting the planning powers of parks.
