Article Abstract:
Moves by the environment council in Oct 1995 to approve plans for reducing the use of hydrochlorofluorocarbons (HCFCs) and methyl bromide are among a number of recent developments in environmental protection work within the European Union. Environment commissioner Ritt Bjerregaard has suggested that the 1996 intergovernmental conference (IGC) should place commitments from the 1992 United Nations 'Earth Summit' into the Maastricht treaty. Spain has emphasised that water supply is its top environmental priority as it holds the presidency of the European Commission.

The European Union's environmental policy has recently been marked by a failure to make progress over issues including cutting car emissions and introducing an energy/carbon tax. The EU has pledged to stabilise CO2 emissions at their 1990 level by 2000, but the Commission now estimates that emissions could rise by a maximum of 5% and could keep on rising after 2000. Article further discusses environmental developments and policy in the European Union.

Article Abstract:
The EU environment council has released a document on climate strategy with the aim of reducing emissions of greenhouse gases. It has also achieved a common position on the planned directove on ambient air quality focusing on 13 pollutants. It agreed to develop a strategy on water quality and pollution and waste.
