Legislators in Europe said that banks can trade stock outside stock exchanges under certain conditions. The legislators reached a compromise in a conflict between bourses and financial institutions.

The European Union has expressed its support for legislation that permits banks to trade stock outside of stock exchanges. However, the EU did restrict the scope of the new regulations.
