The question before the European Commission on an industrial policy is divided between champions of protectionism France and Italy, and free market advocates England and the Netherlands. Germany, normally a free marketeer, is anxious to keep warm relations with France.

The European Community is seeking standardize its securities trading practices in time for the 1993 single market. Great Britain, which regulates its financial markets very loosely, is at odds with Germany and France on many issues.
