Oxfordshire County Council has signed a five year contract with WS Atkins Group for all its building services functions. Former Oxfordshire staff will transfer to a new Atkins office in Oxford in Nov 1992. The benefits for the County Council include cost savings, staff security and clear lines of communication. Atkins will have guaranteed work for five years and the ability to compete in the private sector. The contract, believed to be the first of its kind in building services is worth over 612 million pounds sterling.

Low bid wins job for RMJM; fee cut to enter new market
Article Abstract:
Architectural practice RMJM has secured a contract with a very low bid despite many practices signing a statement condemning fee-cutting. Sixty four practices agreed a statement of 'war' against cut-price work inconsistent with quality. RMJM did not sign the statement and justify their low bid for refurbishment of Knightsbridge Crown Court as a promotional package to allow them to enter the courts market. Quality would not be compromised and the low fees would be compensated by charging higher fees for other work.

Bonds set to replace retentions
Article Abstract:
Retention monies are held by a client or contractor as security against defective or non-performance by a contractor. Steelwork contractors can be exposed to the risk of employer/main contractor insolvency, and some BCSA members are trying a bonding scheme to cover 3% of the subcontract sum. The scheme is continuing to evolve and there are discussions about the viability of an online bonding facility.
