The Apr 28, 1995, gas pipeline explosion in Taegu, South Korea, has sabotaged the ruling Democratic Liberal Party's hopes for June 27 local elections by highlighting a serious government failure. Three major infrastructure failures since Oct 1994 have killed nearly 150 people, eroding public confidence in the central government's leadership. The June elections, the largest ever for local officials, are the first referendum on these problems. Many observers criticize local officials for rushing the clean-up to finish before electioneering starts.

The recent discovery by the media regarding Chun Byung Min's controversial past has resulted in Chun's decision to resign from his post as senior adviser on policy affairs under South Korean Pres Kim Young Sam. The decision of the presidential aide to resign came after the mediahad revealed that Chun's father-in-law took part in the assassination of nationalist leader Song Chiu U in 1945. Observers believe that Chun's departurefrom government shall lead to delays in South Korea's efforts at attaining political reform.
