Article Abstract:
There have been five bombings in Russia, three of them in Moscow, and two in southern Russia, in a period of three weeks, and the death toll is estimated at 350 minimum. There are a number of theories as to who is responsible, and they include Chechens and Muslims. Commitment to human rights in Russia could weaken further if there are more bombings, and there have been 500 arrested involving Chechens in Moscow which critics argue relate simply to their nationality.

The use of terrorists and provocateurs by politicians to start riots has long been an understood practice in India. Recent bomb blasts in Bombay that killed 250 people have gotten the attention of police, which traditionally have turned a blind eye to these activities.

The Russian criminal-justice system is in bad need of reform, years after communism was rejected and despite a new criminal code. Accused criminals are still held indefinitely without a trial in disgraceful conditions while the major criminals are never caught.
