Article Abstract:
One of France's main tasks when it assumes the presidency of the European Union (EU) during the first half of 1995 will be to focus attention on the EU's relationships with its Mediterranean neighbours. EU leaders have agreed to increase financial aid to Mediterranean nations. However, the EU's first priority will continue to be Eastern Europe and the ten potential candidates for membership. Other developments include the birth of the World Trade Organisation in January 1995, comprising 76 members, and the winding up of GATT at the end of 1995.

Article Abstract:
There is an on-going debate between the U.S. and the European Union (EU) over improving relationships following the cold war and GATT eras. There is general agreement on both sides of the Atlantic that the ties need strengthening. Areas for action, as suggested by EU trade commissioner Leon Brittan, should include a strengthening of the NATO alliance, a new transAtlantic treaty and other contractual links. Other external relation issues include the opening up of Eastern Europe to EU membership and new trading relations with South Africa.
