The proposed expansion of NATO into Central and Eastern Europe is the single biggest issue in contemporary Russian-American relations. Boris Yeltsin is strongly opposed to NATO expansion, while Pres Clinton favors it. The issue figures to be prominent on the agenda of their upcoming summit meeting.

US Pres Clinton's $1.6 billion aid proposal for Russia, enunciated at his Apr 1993 summit with Pres Yeltsin in Vancouver, Canada, falls short of the trade and financial incentives sought by Yeltsin. Most of the Cold War-era restrictions on Russo-American trade remain in effect.
