FRANCE: TAX SURCHARGE OF DIESEL FOR FNTR
Article Abstract:
According to statistics from the French national transport federation, FNTR, road haulage companies each pay FFr 110,282 in Government fuel tax and FFr 90,576 to petrol companies, per year, per vehicle, representing a total sum of FFr 200,856. This is calculated from an annual diesel bill (not including any taxes) for one vehicle, which has increased by FFr 50,000 (from FFr 40,404 to FFr 90,576), and the state tax (not including VAT) of FFr 2.57 per litre of diesel, representing a yearly tax bill of FFr 110,282, for the year 2000. In total diesel bill, for French road transport companies in 1999, including tax, stood at FFr 23.97bn, compared to an expected FFr 29.48bn this year, which represents a 23% increase, and a surcharge of more than FFr 5bn for the industry. As for diesel bills, not including tax, this is expected to increase by 65.5%, from FFr 7.72bn in 1999, to FFr 12.78bn this year.

According to the National Federation of Road Transport, the rise in the price of gas oil represented 5.8% of the industry's turnover over one year, and rates must be increased 10% to 16% in order to maintain the level of the sector's margin. The retail chains, which have outsourced their logistics, are willing to accept a rise in rates in order to not endanger the transporters' financial health. Nevertheless, the retail chains are demanding quality service in return. This is something which has become rare since the 35-hour work week has been implemented and because demand is greater than supply.

The French logistics group, Transports Cordier, is investing FFr 24.5mn, on its site in Is-sur-Tille (Cote-d'Or). FFr 6.5mn of the investment will be used on property and 25 new jobs in 2000.
