Article Abstract:
Taiwanese foreign investments are expected to increase slightly in 1992 after a period of successive declines. From a high of $7 billion in 1989, total overseas investments amounted to only $1.9 billion in 1991. In the past, the bulk of Taiwanese investments in Southeast Asia went to Malaysia but rising labor costs and the possible loss of export tariff privileges are forcing many Taiwanese firms to reconsider the country as an investment area. Thailand, Vietnam and China are fast becoming the favorite destinations of Taiwanese capital.

Taiwan's policy of limited association with China is being subjected to pressure by Taiwanese entrepreneurs who are promoting trade with China and have been investing money and technology there since 1987. The Taiwanese government has adopted a flexible attitude toward commercial relations between the two countries though it continues to be concerned about possible Chinese aggression. However, people feel that further improvement in the relations between the two countries is not possible until the Chinese recognize Taiwan's sovereignty.

Article Abstract:
Taiwan is eager to join the World Trade Organization despite the relatively steep demands required of it by the US and other trading partners. It has quickly reached agreements on most points, though differences remain over rice, alcohol, tobacco, and cars, and agriculture in general remains a sensitive issue. Industrial tariffs in general will probably fall from 9% to 5%-6%, and agricultural ones from 20% to 12%-14%. The final protocol for admission to the group should begin taking shape in April.
