There has been a call from President Bill Clinton for debt relief for poorer countries. A number of countries are unable to repay their debts, especially in Africa, and their chances of economic development are hampered by efforts at debt repayment. Around 40 countries owing some $170 billion have been classed as 'Heavily Indebted Poor Countries', but there has been little progress on debt relief. There are dangers in allowing debt relief, but it is a necessary initiative, and Clinton's efforts should be welcomed.

Right on debt
Article Abstract:
Debt relief can help poorer countries, but there is a need for debt relief plans to be well thought out. Debt relief alone may be popular in political terms, but there is a need to consider how it is to be financed and what is done with the proceeds. Measures to tackle debt have been undermined by drops in commodity prices which have hit the export earnings of many poorer countries. There is a danger that debt relief for some countries may mean less aid for other poor countries.
