The election of Edouard Balladur has curtailed speculation in the European currency markets against the French franc. Balladur and Finance Minister Edmond Alphandery are committed to a strong franc, but they must overcome a growing budget deficit and slow economic growth rates.

The Maastricht Treaty obligation to deregulate central banks by 1999 is already causing political problems in France. Economy Minister Edmond Alphandery worries that a deregulation bill currently before parliament will put monetary policy at the whim of politicians.

Balladur's balancing act

The European Community's relaxation of the rules of the exchange rate mechanism has caused tension between Germany and France. Balladur will have to loosen his tough economic policy, and the situation has caused him political difficulties.
