Friend of the people: ex-king backs political formula for a peace settlement
Article Abstract:
Pakistan reversed a longstanding policy by welcoming Gen Abdul Wali as a representative of his cousin, Zahir Shah, former king of Afghanistan. Zahir Shah hopes to broker a peace in Pakistan by uniting the Pashtuns to balance the current Tajik-dominated govt in Kabul. Warlord Gulbuddin Hekmatyar, the Taliban movement, and Uzbek warlord Gen Rashid Dostam have had their own talks and could form the core of a political force. Zahir Shah would not play a direct political role, but his endorsement would strengthen any govt.

World Bank vice-president Shahid Javed Burki's radical economic policy is designed to transform Pakistan's desperately struggling economy in time for government elections on Feb 3, 1997. He and his caretaker government staff are working long hours to bring about fundamental alterations in government structure. He has dismissed 40,000 government employees in a bid to increase efficiency and reduce government expenditures. He proposes to introduce measures to encourage privatisation. Other policies are discussed.

Pakistan's fragile democracy continues to need military support but the role of the army is gradually changing. The need is for the army to keep the civilian government viable but to resist seizing control. The generals, among them army chief Jehangir Karamat, have become more politically and economically aware and realise intervention is no longer an option in a globalized economy.
