Singapore Finance Minister Richard Hu's Feb 28, 1996, announcement of tax cuts and rebates could presage an election later in 1996, but most experts think he wants to hone the country's competitive edge. Unit labor costs rose 2.6% in 1995 and property rents jumped, while a stronger currency hurts exports and tourism. GDP growth in 1995 slowed to 8.9% from 10%+ in the prior two years, with manufacturing slipping from a 13% growth rate to 10%. Imports and exports both rose 13%, while inflation slowed from 3.1% to 1.7%.

Article Abstract:
The Singapore government's rigid law enforcement and determined urbanization policy has resulted in an efficient and environmentally-friendly society. Singapore has not suffered from hoards of migrants infiltrating the city like other Asian countries. The Land Acquisition Act of 1967 has allowed the government to follow through mass urbanisation projects, including housing, business parks and transport infrastructure. Automobile use is controlled by a quota system.
