From richer to poorer

The United Kingdom government aims to help those without personal pensions through proposals from the social security secretary, Alistair Darling. The government has initially carried out piecemeal and contradictory changes to the pensions system, including a change in tax treatment costing $8.4 billion for pension funds. The proposals involve immediate help for poorer pensioners, and a new second pension. The new stakeholder pension should have lower charges than existing private pension schemes. The cost of the proposals may be higher than the government realizes and there may not be enough of an incentive to save.
