The Los Angeles riots in the aftermath of the Rodney King verdict has given China opportunity to criticize the US on its human rights record while Chinese officials receive US diplomats and businessmen seeking concessions. In a spate of propaganda blitzes, China implied that it had a better human rights record than the US. While the Chinese media dealt more blows to the US image, the National Committee on US-China Relations led by Barber Conable tried to seek ways with which to improve China's image in the US.

The five-day delay in announcing their arrest included a meeting between top Chinese and US officials, suggesting the move was meant by military leaders with growing influence to embarrass the Foreign Ministry.
