Gaming the surplus
Article Abstract:
There are a number of forecasts for the US budget surplus, though the east optimistic from the Congressional Budget Office (CBO), of an tend-year cumulative surplus of over 800 billion dollars, does not appear likely to materialise. It is unlikely that discretionary spending will be constant, and future liabilities mean that the budget could be seen as in deficit. There are also demographic trends that mean a deficit is likely to emerge. There is a lack of agreement on spending cuts, which means that it will be difficult to balance lower taxes.

A fiscal failure: America's budget deal is a grab-bag of political compromises that make little economic sense
Article Abstract:
The budget agreement developed by Congress and Pres Clinton is called historic, but it really offers little for any long-term solution to the US's financial state. The tax cuts do not encourage economic growth and nor do the changes to the tax code encourage any simplification of the rules.

Will Medicare sink the budget?
Article Abstract:
Pres Clinton's proposed budget is only a timid effort to reign in the skyrocketing costs of Medicare. His plan increases the benefits of beneficiaries while keeping their payments low, which in the long run will devastate the budget.
