The idea of charging individuals for each bag of garbage they produce may help reduce the amount of waste that is produced, but it more likely will cause people to cram more garbage into their garbage containers. Cities that do not have such charges have less garbage picked up.

After a period of consolidation it appeared as if the waste management industry would have its best times in front of it, but it has faltered badly. Investment in new waste dumps have created an overcapacity, and some of the biggest firms are reporting losses.
