Gun-free dream
Article Abstract:
South Africa has lax gun control laws, and 18,000 licenses are given each month. Gun-Free South Africa is a gun-control lobby which has achieved a gun-free area in Mapela, a town of 40,000 inhabitants. Gun-shot deaths were over 11,000 for 1997, and the lobby argues that guns do not provide protection. Assailants in carjackings are more likely to shoot if a gun is pulled on them, and bar-room or domestic disputes have a greater likelihood of ending in death if a gun is available. Guns can also prove an attraction for thieves. There are plans to tighten the law, but guns have become ingrained in South Africa's culture.

There has been a crack down on illegal possession of guns in Richmond, Virginia, and the homicide rate has dropped. This drop in homicides could be due to other reasons, such as a slackening of an epidemic of usage of crack cocaine. The crime of illegal gun possession has been dealth with by federal courts in Richmond since 1997, and federal courts tend to pass tougher sentences. The National Rifle Association supports this project and has contributed funds to promote it.
