Hard to define, harder to solve

The United Kingdom government aims to tackle the problem of poverty and has set a deadline of 20 years to eradicate child poverty. A Treasury report sees access to work and education as the best way to eradicate poverty. The definition of poverty varies, and if it is set in relation to welfare benefit levels it will appear to rise when benefits increase. Government measures to tackle child poverty include more welfare payments to poorer mothers, a children's tax credit, and a strategy to improve child care to allow more mothers to work.

Article Abstract:
The United Kingdom government is seeking to tackle poverty. Poverty is a real problem, but the definition used by the government of seeing poverty in relative terms is open to criticism, since absolute poverty has not increased for most of the poor in the UK. Inequality of opportunity is the key issue, which affects the ability of some children to obtain a good education and a good job. Small scale projects to tackle social exclusion are valuable, and may do more to tackle the problem than increases in benefits.
