Article Abstract:
Most diplomats assigned to Dushanbe, Tajikistan consider the place a severe post. At night, armed criminal and political elements take control of the city, selling protection to businesses and private citizens. The police withdraws at night, rendered ineffective by a lack of arms against the powerful and armed criminal groups. Steadily rising food prices resulting from the inavailability of fuel to transport crops, are also sources of hardship for many residents, prompting them to find ways to leave Dushanbe.

Article Abstract:
Ismael Khan has emerged as the successful emir of Herat, Afghanistan. The area was devastated by the war with the Soviet Union, and rebuilding is encouraged by him. Afghan refugees from Iran are flooding into his region, and he cooperates with the UN in helping them. He has disarmed the inhabitants of his region and he favors a united Afghanistan. Although he is a successful leader, his own regime is insecure due to shortages of food, water, electricity, schools, roads and hospitals.

Article Abstract:
Power in Afghanistan's provisional government rests in the uneasy alliance between Tajik military commander Ahmed Shah Masud and Uzbek leader Rashid Dostam. Both wielding considerable influence, Masud and Dostam realized that their provisional government would collapse without an equitable sharing of power with all the ethnic minorities, especially the once-dominant Pashtuns.
