Washington is worried about what President Chen Shui-bian could do if he wins the presidential re-election in Taiwan. Washington also holds out rewards for whoever wins the election as long as Chen refrains from provoking a confrontation with mainland China through pressing for a new constitution.

The visa restrictions imposed by the United States has led to a $30 billion loss for American exporters since July 2002. The restrictions are proposed cause long-term damage to the American economy.
