The privatization of India's telecommunications industry looked set to take off after Sukh Ram, Communications Minister at the time, was backed by the Supreme Court. His government's right to award franchises was upheld, but Ram has since been arrested over corruption allegations and deregulation has not been carried out. The government is reviewing Ram's policies and the delays concern investors in the telecommunications industry. Operating licenses have yet to be finalized for basic telecoms networks. India also needs a regulator for the sector.

Indian firm Himachal Futuristic Communications stunned its competitors with huge bids for nine of the private land-line telephone network licenses India recently auctioned off. The consortium it led, which includes Thailand's Shinawatra Group, Israel's Bezeq, and two Bombay financial companies, bid a total of $26.5 billion and won all nine circles. HFC has grown rapidly to reach its present $65 million in annual revenues, but competitors say its bids are unreasonable. The govt may not let one bidder have so many circles.

Many of India's recent accomplishments in telecommunications are a source of both pride and embarrassment. A successful and unexpectedly profitable auction of cellular and basic fixed-line service contracts has become mired in political disputes and confusion, thanks largely to bids by a consortium, Himachal Futuristic Communications, which paid up to 7.5 times as much as rivals, winning nine of the 20 circles. Also, the country launched its first cellular service and installed its 10 millionth line.
