Article Abstract:
There is concern in the UK about the rise in the number of agreements negotiated between local authorities and developers. The agreements take various forms, sometimes developes compensate councils for loss of amenity or add buildings which fit in with planning policies. Sometimes the community benefits from the profit generated by the scheme. It is felt by some in the planning community that more regulation over these agreements is necessary.

Article Abstract:
English Heritage estimated in February 1992 that of the approximately half million listed buildings one-sixth are in poor condition. The single buildings are at risk when they are empty, and areas of conservation can suffer from low-grade repair or unsuitable renovations. One prominent town planner felt that high quality design of buildings was insufficient unless backed up by quality public areas and a higher standard of living.
