Article Abstract:
Malcolm Grant, a lawyer and Professor of Land Economy at the University of Cambridge, UK, aged 46, was elected recently as an honorary member of the Royal Town Planning Institute (RTPI). His aim at the university is to Europeanise and environmentalise the Land Economy department, and to develop the post-graduate field. As a Local Government Commissioner, he considers the work of the Commission could have been done differently, as both county councils and district councils claim the unitary role, with the Commission in the middle. Grant is a New Zealander by birth. He came to the UK to lecture at Southampton, UK, University on a one-year contract, then spent five years in London, UK, at University College, before going to Cambridge in 1991. He is the author of Encylopedia of Planning Law and Practice, which he has re-written.

Green plans or SPZ's?
Article Abstract:
The government introduced Simplified Planning Zones (SPZ's) four years ago, and is proposing speedier routes as the take up has not been substantial. SPZ's can cover any size site or sites, and can cover housing development, although those in place concentrate on commercial usage. Local authorities are allowed to cut down on public consultation for these sites and reduce the need for public inquiries.

Creating a whole countryside
Article Abstract:
The new head of the Countryside Commission, Michael Dower, sees great changes ahead. The countryside will move from solely producing food to protection and making visitors welcome, and more forests may be planted. Rural areas are increasingly having to provide more water and energy and land use is changing. Ways of earning a living may diversify in the countryside.
