South Koreans have been increasingly critical of President Kim Young Sam's politics and policies. Many hold him responsible for the Hanbo scandal and they feel he has mismanaged the economy and failed to provide a stable leadership. He is the first popularly elected civilian president and when elected in 1992, he aimed to defeat rampant corruption brought about by years of military rule. He planned to reduce government, but instead created a new department and ministry, and his stance on North Korea has also been criticised.

President Kim Young Sam of S Korea faces a huge scandal after his own reforms unleashed a political hurricane centered on his predecessor, Roh Tae Woo. Roh confessed recently to stashing in illegal accounts some 170 billion won of the 500 billion he received as donations while in office. Now Kim's opponents want more details on the financing of his own campaign in 1992. The storm has also hit opposition leader Kim Dae Jung and Kim Jong Pil, head of the United Liberal Democrats party. Roh is protecting business donors.

There has been a revival in the popularity of the ex-South Korean president, Park Chung Hee. Park was assassinated at the end of the 1970s and the revival in his popularity is linked to discontent with the Korean government in 1997. The New Korea Party of President Kim Young Sam even has elements seeking to benefit from Park's revival. South Korea has enjoyed economic growth and rising incomes, but the government is seen as lacking direction.
