The US and UN are pressuring General Raoul Cedras to allow deposed president Jean-Bertrand Aristide to return in exchange for coup leaders' immunity against prosecution. The World Bank and other organizations are planning economic aid if Aristide is returned to power.

The generals controlling Haiti have responded to UN proposals to allow international observers with an ambiguous letter. UN officials believe that the generals are willing to cooperate and hope that exiled Pres Jean-Bertrand Aristide will eventually return.
