Article Abstract:
A conference on climate change will begin on Nov 2 1999 and will attempt to settle details of the 1997 Kyoto agreement. The US argues that developing countries should also agree to cut emissions, yet the US is the biggest polluter. There is a need for developing countries to agree to some emissions control over the longer term. There is also a dispute over agreements for Ukraine and Russia, which have been affected by economic crisis. The European Union opposes emissions trading and seeks genuine cuts. A compromise is needed, and the market is a useful mechanism to tackle the problem.

A treaty has been drawn up by world environmental leaders that will be negotiated at the Earth summit in Rio De Janeiro, Brazil in June. The treaty would reduce greenhouse gases to 1990 levels by the year 2000. Aid would be provided to help poor countries meet the requirements.
