Article Abstract:
The results of the election in Vietnam's National Assembly for the new cabinet only served to maintain the cumbersome bureaucracy as only four old ministers were replaced and several state committee chairmen along with other positions such as the governor of the state bank were upgraded to ministerial status. The assembly also elected Gen Le Duc Anh as state president and Nong Duc Manh as chairman and re-elected Vo Van Kiet as premier. These results show continuity rather than change in economic reform policies and ties with non-communist countries while sustaining control over domestic politics.

Pandora's box: party split over social, financial problems
Article Abstract:
The Vietnamese Communist Party's central committee failed to come out with practical solutions to the socio-economic problems plaguing the country during the party's January plenum. Party members could not agree on the solutions so that they had to delay the publication of the plenum's final resolutions. Instead, they attacked and analyzed the problems such as the unemployment and indifference of the youth and the lack offunds to improve health care services and the educational system. They also ended up blaming writers who give distorted information about the party.

Article Abstract:
The Jul 19, 1992, elections for the National Assembly of Vietnam failed to generate interest in the populace despite efforts to attract voters. Vietnamese officials claimed that the elections were the most democratic following reforms instituted by the communist party. Some sectors, however, still showed their disapproval of government by planting a bomb near a residential area for officials. An estimated 601 candidates vied for 395 seats in the National Assembly, indicating fewer contenders for each seat compared to the 1987 elections.
