Article Abstract:
The German and Japanese economies have floundered in the recent past but both show some strength and stability which could spark an improvement in late 1992. Japan's stockmarket is worth less than half its value in 1990, corporate capital spending is decreasing and economic growth is down, but manufacturers have produced an external surplus and the yen could strengthen depending on long-term capital flow into the country. Germany is beset by labor unrest and pressure to lower interest rates at the expense of higher taxes, but the stockmarket has remained stable and the Deutschemark shows signs of gaining on the U.S. dollar.

Get well soon: U.S. frets over Japan's various financial ills
Article Abstract:
US Treasury Secretary Robert Rubin is the most prominent of the many US officials and analysts who have publicly expressed concern over the state of Japan's financial system. However, there is little the US can do to help other than strengthen the dollar against the yen. Many see Japan's basic problem as political, and suggest creating something akin to the Resolution Trust Corp that sold off the assets of ailing US savings & loans. Ultimately Japan's taxpayers may pay some $500 billion to $600 billion to save banks.

Less like us: revisionists stick to their critique of Japan
Article Abstract:
The Clinton administration is backing Tokyo's economic-reform plans, but revisionists such as Chalmers Johnson and former trade negotiator Clyde Prestowitz believe their arguments that Japan would continue to take major parts of global markets without ceding its home turf, remain valid. They have major reservations about the Japanese reform effort, saying that change will not necessarily make Japan more open.
