How Should Civil Servants Pay Be Fixed? The Megaw Proposals
Article Abstract:
In 1981, the British government abrogated the traditional procedure for setting pay for civil servants. Instead of the process of comparing in-government jobs against similar jobs in the public sector, the government appointed a commission to investigate other means of establishing equitable pay scales. The two main objections to the old system were that fact finding and negotiation were not separate, and that the government was committed to a rate comparable to outside jobs, often before a study had been made. The Megaw Committee proposal was to establish an independent committee to do the fact finding or comparison and provide benchmark salaries expressed in an interquartile range; then the civil service representatives and the government representatives would engage in collective bargaining. Since the civil servants are prevented from striking by law, it would seem necessary that they be able to retain the right to arbitration under this system though this is a departure from traditions of the past.
