Japan faces a dilemma after Chinese Communist Party Sec Gen Jiang Zemin reiterated on Apr 6, 1992, Chinese Prime Minister Li Peng's invitation for Emperor Akihito to visit China. If it pushes through, the visit will strengthen Sino-Japanese ties and show Japan's support for reforms in China, but it could also mean implicit acceptance of China's reassertion in Feb 1992 of sovereignty over a disputed island chain in the East China Sea, as well as set the stage for an apology for Japan's wartime atrocities. Senior Japanese officials want to make sure that the messages are right before the visit is approved.

Emperor's minders: Japanese agency keeps public at a distance
Article Abstract:
Japan's Imperial Household Agency (IHA), which controls all information reaching the public about Emperor Akihito and his family, has made itself very difficult for journalists to deal with. The IHA's standards about what is and what is not fit to be printed or aired about the imperial family are often baffling. Moreover, the IHA's power extends to the actual conduct of the Emperor's household. The IHA's restrictions have fostered a public apathy concerning the imperial family that IHA officials regard as preferable to publicity of any kind, good or bad.

Article Abstract:
Japanese Emperor Akihito's visit to China will probably push through after the ruling Liberal Democratic Party agreed to the proposal. The trip to China, scheduled for Oct 22-28, 1992, will be the first time ever for a Japanese emperor. The visit will coincide with the 20th anniversary of the normalization of relations between the two countries on Sep 29, 1972. The emperor's itinerary will take him to the cities of Peking, Shanghai and Xian. Relations between the two countries will be enhanced by the trip.
