China is working on the creation of the Preparatory Committee for the Hong Kong Special Administrative Region which will plan for the time Hong Kong reverts back to Chinese rule in 1997. Hong Kong officials fear the committee will begin acting as a shadow government.

China has begun to take away civil liberties in Hong Kong and will undoubtably govern as it pleases when transferral is complete. Only the UK and US have offered any protest to the usurpation of rights. European governments seem content to bow to the communists.
