India should sign test ban pact
Article Abstract:
India remains opposed to the comprehensive test ban treaty which was recently endorsed by the UN General Assembly, claiming that it favours nuclear powers by permitting them to keep their nuclear weapons while removing the right of non-nuclear countries to acquire such weapons. India is correct to state that nuclear countries should show themselves prepared to gradually reduce and eventually eliminate their nuclear weapons, but refusing to sign the test ban treaty will not help in achieving this aim. India should heed its pacifist history and sign the treaty.

Hong Kong faces test case
Article Abstract:
In a recent case in Boston, Judge Joseph Tauro based his decision not to allow the extradition to Hong Kong of someone wanted by the Independent Commission Against Corruption, on the fact that the British colony is seeking the extradition. However the British colony will no longer exist when he goes on trial, possibly in 1998. The Hong Kong legal system is to remain different from that of China but the judge has repeatedly assumed that Hong Kong will become a component of China, although he acknowedlged the distinction between Britain and its Crown Colony.

Are Asian values finished?
Article Abstract:
Some observers have expressed the view that traditional Asian values have been the main cause of the financial crisis in Asia. It is certainly true to state that there is a need to reconsider the qualities contained within the concept of Asian values, but it cannot really be claimed that qualities such as hard work and respect for the family are behind the region's financial difficulties. There is no evidence that Asia would be helped by adopting Western political institutions and implementing liberal democracy.
