Industrial policy won't help Hong Kong
Article Abstract:
The leaders of Hong Kong's provisional government would do well to implement plans which would propel the region to take advantage of the growing demand in the specialized service sector than to implement an industrial policy which would force the formation of the region's manufacturing industry. Hong Kong has shown resiliency and creativity in taking advantages of opportunities, shifting its economy from manufacturing to services, and reaping the economic rewards in the process. The service sector in which Hong Kong excels, in is the logical extension for the region's economic future after the handover.

Hong Kong's handover can yield mutual benefits
Article Abstract:
Hong Kong's transition from British to Chinese rule in 1997 can open up new opportunities for both Hong Kong and China. Areas of opportunity include the development of the mainland's domestic capital and asset markets, the provision of specialized services to other parts of the country, and the financing and building of infrastructure projects. However, the success of both sides in taking advantage of these opportunities will depend largely on their perceptions, attitudes and policies.

The threat to Hong Kong trade unions upon handover
Article Abstract:
The Hong Kong Confederation of Trade Unions (CTU) may face intolerance from China as Hong Kong reverts back to Chinese rule in 1997. China may exercise 'triple intervention' with the support of Hong Kong's political structure, business leaders and unions. It may also remove CTU's leaders or force member unions to disaffiliate from the CTU. Finally, China may sever CTU's ties with international labor groups by invoking Art. 23 of the Basic Law.
