Edinburgh, Scotland has taken steps to reduce the spread of HIV virus among intravenous heroin users. The Community Drug Problem Service's programs of needle exchanges and family doctor-prescribed oral methadone have cut the rate of heroin use and the rate of HIV infection.

Thailand has a water shortage despite plenty of rainfall and many rivers because deforestation has caused the ground to no longer retain water. The government refuses to encourage conservation through price increases and is planning to divert water from the Mekong delta.
