The dominance of private sector business by family-run firms in Latin America grows out of the strength of the family in Latin culture. A weak legal framework also contributes to strong family businesses by slowing the development of capital markets through fear of undervaluation.

Britain is finding it hard to draft a definitive insider-dealing law that will be enforceable. Lawmakers want a broader definition of insider dealing than the existing 1987 law, which has only resulted in 12 convictions. The ability to take civil action will help.

Britain is amending a 1985 insider trading law to toughen it and widen its definition of the crime. The law has been ineffective since it was passed, as only 12 convictions have been made out of 27 prosecutions since 1987.
