Integrated but unequal
Article Abstract:
The UK has a much lower percentage of non-whites in power positions in business and the professions than does the US, yet it is more integrated in some ways, such as residence and marriages. The biggest impediment to advancement seems to be low expectations of the poorer social classes.

The EC Court of Justice has ruled that the European Commission selected two appointees to its fisheries regulatory body not because of their qualifications, but because of their nationalities. The case shows that the EC has set up a de facto quota system for upper echelon positions.

Ron Unz is the primary force behind a new California ballot initiative that would reform the state's bilingual education system. Unz wants to replace bilingual classes with one year of sheltered English immersion. The initiative has support from Latinos and leftist groups.
